Beste Mevr.Schippers,

 Ik heb u deze week bezig gezien in de Tweede Kamer.  U, vertegenwoordigster van een partij, die mijn hele leven de mijne   was. Ik heb grote bewondering gehad voor Bolkenstein.
 Deze partij de VVD nota bene heeft een minister geleverd die een  socialistische wet op touw heeft gezet waar de oude Drees trots op   geweest zou zijn.  Deze partij mevrouw heeft het liberalisme verraden. Het liberalisme dat   zegt zelfredzaamheid en weinig overheidsbemoeienis voor te staan.  De oppositie is u dankbaar, we zullen het zien in maart a.s.(Zeker nu in   Nederland men ook wakker wordt en ziet dat mijn in tegenstelling wat HH   altijd beweerde velen voor Euro 1000 plus de boot in gaan)  Het resultaat hiervan staat in een brief die niet van mijn hand is, ik   kan het zo mooi niet opschrijven, maar hij behelst alles waar het om   gaat.  Het zou de politiek tooien als ze eenvoudig zou toegeven dat als gevolg   van deze haastklus de Nederlandse buitenlanders als randverschijnsel   plotseling te voorschijn zijn gekomen en nu maar draaikonten om het op te   lossen, de grootste draaikont HH (vinger in de keel) de kleine Napolen   voorop.
 Het gaat helemaal niet alleen om de ziekteverzekering dat is extra.   Het  gaat om staatsroof AWBZ EN ziekenfondsniveau in het woonland.  De godspe om te zeggen, dat het prima is geregeld !!!! Ja in Duitsland   dat geloof ik, maar waarom dan daar ook 30% korting geven ? Logisch he ?  Het gaat erom dat Euro 5000 plus (echtpaar) gestolen wordt en enkele   honderden euro's aan het woonland wordt vergoed.  Solidariteit over de grenzen noem ik dat. En waar gaan we heen als straks   ons woonland ook de solidariteit gaat heffen ??? Het is erger dan   belasting want daar krijg je iets voor terug.  En dat door de VVD ! Ik ben verraden en zal nooit meer op deze partij   stemmen zo lang ik leef.  In mijn oproep die ik onder al mijn emails zet roep ik een ieder op   hetzelfde te doen.

INFORMATION FOR THE LIAISON BODIES OF THE EU COUNTRIES

Health care organisation and funding
The public health care system in Malta is funded through taxation and national insurance. It operates through public hospitals and health care centres. A number of private hospitals, clinics and other facilities provide private health care. Care in these private facilities is funded by private insurance or out of pocket payments. Practitioners inMalta are allowed to exercise their profession in both public and private health care services
Private medical care
The government ofMalta is not responsible in anyway for any treatment or care given to EU citizens in private hospitals or health centres or by practitioners of any sort in their private capacity. All private practice inMalta is carried out exclusively from private facilities and there are no private beds or facilities in public hospitals or health centers. All private care facilities apart from GP and specialist consulting offices are duly licensed by the Public Health Authorities.
Publicly funded health care services
The Ministry of Health is responsible for the financing and provision of publicly funded health care services. Health care in public services is generally free at the point of use. Persons living inMalta and covered by Maltese social security legislation are entitled for public health care services in accordance with entitlements as determined from time to time by the Ministry of Health. EU citizens resident in Malta are entitled to equivalent consideration. Their entitlement has to be confirmed with and certified by the Entitlements' Unit within the Ministry of Health.
This official certification together with a personal identification document will be enough to receive health care in public health care services.
Visitors
EU citizens temporarily visitingMalta who present proof of EU-nationality and a valid E-111 will be given urgent medically necessary care.
The bill for the service given will be sent to the EU institution indicated.
For elective medical care and in the case of those for whom the principle of pre-existing medical condition applies, care in Malta can be provided subject to the production of a valid E-112 form together with proof of EU nationality, and further provided that if a waiting list for such elective care exists, than the person concerned shall join the end of that waiting list.
Dental Care
Only acute emergency dental care is offered free of charge in hospital outpatient and health centres, but its extent is not very wide. Most dental care is paid out of pocket in private dental clinics that are all duly licensed by the Public Health Authorities.
Drugs
All drugs used in in-patient treatment and for the first three days after discharge are free of charge for the patient.

Drugs/medicines /medical devices
If a sickness needs the usage of drugs/medicines or the usage of medical devices at a primary care level or at out-patient level or after discharge from daycare or inpatient
care (except the first 3 days for drugs/medicines), a prescription from a licensed medical practitioner is required. Drugs and medical devices can be purchased in any of the retail

pharmacies inMalta (there are more than 200) and the cost is totally borne by the patient through out-of pocket payment.
There are only two exceptions to this rule
and these apply to persons living in Malta who are covered by Maltese social security legislation. In the case of these two exceptions, medicines and medical devices are exclusively dispensed from Government pharmacies or facilities:
(i)persons who are in the low-income group, as determined by a means test, are entitled to free medicine/drugs from a restricted list of essential drugs and some medical devices (subject to certain conditions and the payment of a refundable deposit); and
(ii) persons who suffer from chronic diseases included in a specific schedule incorporated in the Social Security Act, are entitled to free medicines/drugs strictly related to the particular chronic disease and this benefit is independent of financial means.
 
Bilateral Agreements

There is one bilateral agreement in place up to now. Citizens of theUnited Kingdom (includingGibraltar, theChannel Islands) andNorthern Ireland are exempted from the production of a valid E-111 when they call at a public hospital or government health care centre to be given emergency medical care. The provisions for elective care as per paragraph 5 above shall however apply in full.

Abroad
Should the need arise, upon presentation of an E111 form any Maltese will receive the required emergency treatment as provided for by the state to the nationals of that country being visited. Private treatment, however, is not covered. The E111 does not replace medical travel insurance, one compliments the other. Travel insurance is still necessary as it covers a person in countries which do not form part of the EU. While EU member states are being inundated with requests for the E111 form since 1 May, eventually a European Health Insurance Card will phase out the current E111 and other health forms. Over time the card could become a form of medical passport entitling holders to medical care anywhere in the EU.
As of 1 June 2004
, European citizens travelling within the European Economic Area (European Union, Norway, Iceland and Liechtenstein) and Switzerland, whether for private or professional reasons, are being issued with the European Health Insurance Card, which simplifies the procedure for receiving any medical assistance that might become necessary during a temporary stay in another country.
Note!
You should not travel to aMemberState of the European Economic Area orSwitzerland without your European Health Insurance Card or equivalent document. During your stay, these documents will facilitate access to health care, which will be provided in accordance with the legislation of the State of stay (for example, in some countries you will receive free health care).
If you have to pay any costs up front, these documents guarantee reimbursement of health care costs locally or very soon after your return home.
It is obligatory for your health institution to issue a European Health Insurance Card or equivalent document at your request.
NB: if you go to a care provider outside the health insurance system (e.g. a private hospital), you will no longer benefit from the advantages of your European Health Insurance Card.

Consult a doctor who practises within the health insurance scheme, if possible during surgery hours. Provide a photocopy of your E111. Pharmacists will also need a photocopy of your E111.
Treatment by a doctor is usually free of charge. Some prescribed medicines are free, for some you pay the full cost (non-refundable) and for others you pay partial costs. Dental care in theNetherlands is limited to treatment for children and preventative dental care for adults.
The local health insurance fund office (zorgverzekeraar) can give information on how to obtain medical services. They also give names and addresses of practitioners, health centres and hospitals operating within the State system.
Hospital Treatment
A doctor must obtain ANOZ Verzekeringen authorisation for you to receive free hospital in-patient treatment.
For authorisation, a photocopy of your E111 is required.
If you cannot contact a doctor of ANOZ Verzekeringen before admission, provide the hospital authorities with your E111 (or a photocopy) and ask them to contact ANOZ Verzekeringen inUtrecht immediately. If you needed ambulance transport, enclose a certificate from the doctor confirming it was necessary.
